Deputy Centre Manager - Victoria Square & Wolsey Place Shopping Centre's

Purpose of the role
The Deputy Centre Manager is to assist the Centre Manager to ensure the overall smooth running of the center’s, whilst maintaining a safe and pleasant environment for our customers through the monitoring of Health & Safety systems and the promotion of best practice throughout all tasks.
Relationships
- Reports to: Centre Manager
- Responsible for: the day to day operation of the Site which shall include health and safety, all aspects of finance in respect of the running of the Site, supporting with service charge budget preparation and delivery, and making sure that the Site progresses to its maximum capacity within the Savills Retail Index.
Main Duties
Supporting the Centre Manager allowing him/her to concentrate on ‘running the business’, increasing the integration with Tenants, driving Asset Value and increased Business Planning to drive productivity, efficiencies and profitability for the benefit of all Stakeholders.
- Manage and operate the Centres to the very highest of professional standards.
- Develop strong relationships with all Tenants.
- Maximise retail sales opportunities for Tenants.
- Develop, create and manage the on-site budgets, delivering a sustainable service.
- Ensure that high standards of Health and Safety are delivered by the Savills site team at all times.
- Adhere to all key performance indicators as set out in the Management Agreement between the owner and Savills.
- Ensure that the Centre is maintained to an excellent standard and contractors are carrying out their work to an appropriate standard.
- Ensure that those working on site are carrying out work in a safe manner.
- Lead by example.
- Assist the Management team to achieve the objectives as specified in the Centres business plan. Develop excellent lines of communication with all fellow Management staff, the retailers, contractors and customers and the owner of the Centre.
- Motivate the Centre’s retailers.
- Authorise and check coding of invoices within agreed timescales.
Specific Management Responsibilities
- Keep Savills/Owner fully informed of all management, marketing, leasing and operational activities.
- Maximise opportunities to generate additional income.
- Ensure high levels of customer service are provided at all times.
- As required prepare and submit to the Centre Manager, Asset Management Surveyor/Landlord a brief weekly report/update.
- Maintain accurate records of correspondence, lease information, contractors on site, file notes on all meetings with retailers and any other relevant information that should be maintained to provide a proper audit trail.
- Ensure that each retailer adheres to their lease and Tenant Rules and Regulations.
- Be fully conversant with all relevant health and safety legislation.
- Comply with all H&S Regulations.
Marketing
- Review and have input into the annual marketing plan and monitor the performance of the marketing team in delivering the objectives of the plan.
- Stay abreast of market trends by actively networking and keeping up with all industry journals.
Operations
- Ensure that the Head of Operations has implemented all operational systems and procedures in accordance with the standard Savills Operational Procedures and Systems Manual.
- Ensure that the Site is maintained to the very highest of standards.
- Minimise the Liability Risk exposure of the Owner.
- Ensure that all plant and equipment gets maintained to the very highest of standards.
- Ensure that all contractors satisfy the insurance requirements as required under the Savills Public Liability Policy.
- Ensure that the Head of Operations keeps up to date the Planned Maintenance Schedule.
- Ensure that periodic site-wide Health & Safety inspections are carried out and any risk improvement recommendations get actioned.
Finance
- Service Charge Management – Responsible for the delivery of all accounting services within the 12-month financial calendar, including budget setting, year-end management, and periodic reporting. The budget setting process and year end audit process will be in conjunction with the Centre Manager.
- Review - Chair budget management meetings to ensure that expenditure is in-line with forecast, obtaining accurate and detailed explanation for expenditure variances to inform reporting. Challenge budget holders regarding inaccuracies and viability of expenditure to inform forecasting reports.
- Auditing – Assist with periodic external audits and external service charge consultant queries
- Utility Invoices – Management of utility invoices, including void units. Checking invoices to ensure that actual meter reads rather than estimates are on the invoices that get passed for payment.
Quality Assurance/ Customer Service
- Adhere to all Quality Assurance requirements / Customer Service standards.
Public Relations
- Establish and maintain harmonious relationships with the local business community and council/government authorities.
- Actively involved with the Chamber of Commerce and other local organisation that may assist with the future development of the centre.
Limits of Authority
The Deputy Centre Manager shall not without authority:
- Employ or dismiss salaried staff.
- Commit, authorise or pay accounts in excess of agreed limits.
- Vary terms or conditions of the standard leases.
- Involve Savills or the Landlord’s in legal proceedings.
- Grant salary or wage increases.
Confidentiality
- All Centre Management matters pertaining to the development and its retailers must at all times be kept confidential. Under no circumstances should confidential information be discussed with any party other than with the party directly involved with the issue. The Deputy Centre Manager must also at all times exercise discretion with disclosure of sensitive information to his staff and it is preferable, where possible to apply the “need to know” principle.
