Technical Services Supplier Relationship Lead (Associate Director) - Belvedere, Manchester

Purpose of the Role
Responsible for managing, optimising and strengthening relationships with all technical service providers. The team will focus on producing robust, compliant tenders that withstand scrutiny, ensuring measurable contractor performance aligned with business objectives. A key responsibility will be to curate and maintain a verified list of partners who are embedded within the Savills UK Engineering strategy and capable of delivering consistently across all regions and sector types.
This role is a critical component of Savills’ operational strategy and central to our risk management approach through strong partnerships. Operating within the supply chain team, a vital support function to the Property Management business, the role must act as a proactive solution provider to ensure continued success. Hard Services procurement will be integrated across the UK business, serving our sectors and stakeholders in collaboration with heads of departments, UK Engineering sector leads, and relevant consultancy teams. The focus will remain on Performance and Service, measured through data-driven metrics such as contract compliance, CAFM performance, audits, risk assessments, and statutory compliance.
Beyond monitoring and managing the supply chain, the role will actively seek to de-risk our position by fostering senior-level relationships with suppliers, ensuring open communication and mutual growth. Building and nurturing these relationships will be essential to challenge the norm, deliver innovative, data-led alternatives, and maintain Savills’ market leadership across all regions and sectors. Key Responsibilities
Supplier and Partnership Relationship Management
Build and maintain strong relationships with Engineering service providers across multiple disciplines including Vertical Transportation, Reactive and Project works to allow for honest and transparent dialog to ultimately enhance performance and visibility.
Act as the relationship owner of all service partners, chairing and reporting on supplier review meetings with the support of other specialist teams, such as UK Engineering and M&E Consultancy.
Manage and report on key performance indicators, setting a league table highlighting the best and worse performers per sector and region.
Lead segmentation of Engineering supply chain across all regions and sectors
Report to Engineering Governance committee on supplier performance
Develop performance indicators for Vertical Transportation and Reactive providers
Working alongside the Governance and Supplier Verification team, ensure suppliers adhere to legal, regulatory, health & safety, environmental, sustainability and quality requirements.
Procurement Strategy & Planning
Lead sourcing exercises, tendering process (RFP/RFQ), evaluation, negotiation and contract award.
Selection of tender lists in conjunction with UK Engineering and stakeholders
Conduct regional and sector specific tenders
Prepare framework for current and future operating model
Develop sector and regional benchmarking tool based on market analysis
Lead on complex Engineering contractual disputes
Stakeholder Management
Provide regular market analysis and insights
Along with others provide annual insights report on market innovations and advancements
Provide annual report on sector and regional supplier performance
Work alongside the UK Engineering team to support the wider business on Engineering queries.
Financial Management and Segmentation
Manage Segmentation of supply chain based on performance data, provide a list of approved providers per region and sector type.
Ensure all procurement provides value for money against sector and regional requirements while complying with Savills specification.
Conduct regular sample contract compliance auditing
Compliance, Risk & Governance ( working alongside Supply Chain Governance and Verification team)
Ensure all providers are adequately vetted in line with Savills Procurement Policy.
Ensure procurement activities comply with relevant regulations (RICS Code of Conduct, Public Procurement Regulations ( if applicable) , procurement law, internal procurement policies).
Ensure risk management processes are in place for supplier risk, contractual risk, service failure.
Develop process to manage non compliance and mitigate risk

Ensure staff development, performance reviews, and appropriate resourcing.
Skills, Knowledge and Experience
Required Skills & Qualifications
5 years’ experience in a Engineering Contracting Senior Leadership role
Hold a relevant Engineering qualification
Ability to build collaborative partnerships internally and externally
Project Management: Well-organised with a proven ability to manage multiple projects simultaneously, set priorities, and meet deadlines.
Strong commercial acumen; experience of evaluating contract costs and negotiating a variety of contracts.
Good knowledge and experience of procurement legislation, contract law, procurement process best practice.
Strong stakeholder management, communication and organisational skills.
Ability to analyse data, benchmark, perform market research, prepare business cases.
Knowledge of compliance, health & safety, environmental sustainability and best practice standards as relevant to Engineering Services.
Experience using e-procurement systems, contract management software, KPI dashboards etc.
This role requires significant travel throughout the UK, visiting Clients and internal stakeholders.
Desirable
Relevant industry certifications (e.g. CIBSE, IWFM, IFMA etc.).
Experience with innovation/digital transformation in FM procurement.
Significant experience (5+ years) in procurement / contract management specifically in technical Services within Real Estate Sector
Professional technical or procurement qualification (e.g. CIPS, CIBSE) highly desirable.
Experience of managing contract disputes and preparing for litigation

Working Hours - Full-time. Role is UK based with extensive travel throughout the UK visiting sites, clients and internal stakeholders – it is a pre-requisite of applying for the role that this is acceptable. The team will be based in Manchester so there will be the requirement to spend time in the Manchester office.
