Technical Project Manager - King's Cross Estate

Purpose of the Role
The Technical Project Manager will play a central role in delivering the estate’s decarbonisation and technical-engineering programmes. You will manage a portfolio of mechanical, electrical and building services projects that support the optimisation of the district energy network, enhance energy performance and maintain compliance across this complex mixed-use estate.
Working closely with the Head of Energy, you will scope, plan and deliver projects that improve building efficiency, support the Net Zero pathway, and ensure the resilience of critical services. You will lead the coordination of contractors, consultants and internal stakeholders, ensuring projects are delivered safely, on time, within budget and to a consistently high standard.
This is a hands-on role suited to an experienced M&E project manager with strong technical understanding, excellent communication skills and the ability to manage works within an occupied and operationally sensitive environment.
Reporting to the Head of Energy – King’s Cross.
Key Responsibilities
Project Delivery & Technical Leadership
Deliver a varied portfolio of M&E, energy-efficiency and decarbonisation projects from concept to completion, including feasibility, design development, procurement, construction and handover.
Provide technical input into the design and development of mechanical, electrical, BMS and public-health systems across all project workstreams.
Manage external consultants and contractors, including appointments, scope control, fee management and issue resolution.
Ensure that all installations meet Savills’ technical standards and the King’s Cross estate requirements, supporting long-term asset performance.
Lead structured project handovers including asset capture, commissioning verification, O&M documentation, PPM updates, and defects management.
Energy & Decarbonisation Support
Work with the Head of Energy to deliver the estate’s energy-efficiency plan, including optimisation of plant, metering, controls, life-cycle equipment replacement and technology upgrades.
Support the delivery of projects aligned to King’s Cross’ Net Zero strategy, including upgrades to HVAC systems, lighting, controls, low-carbon heat, renewable technologies and energy-centre improvements.
Ensure all technical projects integrate with the wider district energy network, metering strategy and building-level optimisation workflows.
Planning, Reporting & Compliance
Prepare project programmes, budgets, specifications, risk registers and tender documentation.
Manage project governance, change control and cost tracking to ensure delivery against budgets and approved scopes.
Maintain accurate records, dashboards and monthly reporting for senior stakeholders.
Ensure all projects comply with relevant legislation, H&S requirements, CDM regulations, permits, quality standards and estate protocols.
Stakeholder & Estate Coordination
Liaise closely with on-site engineering teams, property managers, contractors, retailers, occupiers and development stakeholders to minimise operational disruption.
Coordinate with Savills H&S, Fire, Security and IT teams to ensure technical requirements are integrated and operational impacts managed.
Communicate clearly and consistently with all parties to ensure projects progress smoothly and expectations are aligned.
Continuous Improvement & Technical Expertise
Support the development of long-term capital investment plans for M&E infrastructure and energy systems.
Identify opportunities for system optimisation, asset upgrades, digital monitoring, BMS improvements and performance analytics.
Promote best practice in project management, technical standards, asset data capture and energy-efficient operation.
Provide coaching and guidance to junior engineers and site teams to embed strong engineering and project-delivery principles.
Skills, Knowledge and Experience
Essential
Strong M&E background, with a degree or HND in Mechanical, Electrical or Building Services Engineering (or equivalent experience).
Demonstrable experience managing engineering and building-services projects in operational environments.
Proven ability to lead projects end-to-end: scoping, design reviews, specifications, tendering, procurement, delivery and handover.
Solid understanding of building services, including HVAC, electrical distribution, controls, metering, energy centres, plant rooms and life-cycle maintenance.
Experience working in occupied mixed-use, commercial or campus environments with complex stakeholder needs.
Strong understanding of energy efficiency, building optimisation or decarbonisation technologies.
Excellent organisational, communication and interpersonal skills with the ability to articulate technical issues clearly.
Highly competent in technical documentation review and coordination with consultants and contractors.
Ability to manage budgets, analyse financials and maintain cost discipline across multiple projects.
Desirable
APM, PRINCE2 or similar project management qualification.
Experience delivering energy-reduction projects, building-services upgrades or plant replacements aligned to Net Zero pathways.
Familiarity with BREEAM, NABERS, energy modelling or building-performance benchmarking.
Understanding of district energy or multi-building campus energy systems.
