Health & Safety Manager (Retail & Leisure) - Manchester or London

Purpose of the Role
The purpose of the role is to support the UK Safety+ & Retail & Leisure Operations team in providing technical health and safety advice and auditing services across a broad portfolio of Savills managed commercial properties within the retail and leisure sectors.
The Health & Safety Manager (Retail & Leisure) will be open to working within an evolving and dynamic environment. The incumbent will be expected to deploy some autonomy to manage Health & Safety and operational compliance across an impressive client base that is growing year-on-year. Whilst the role has its core focus on delivering compliance management and delivering technical responsibility a degree of creative thinking is also encouraged to assist our major clients solve critical and complex problems in these domains and to positively enhance the operational risk management culture within the Property Management division.
The key aspects of this role will include:
Evaluate workplace safety:
In conjunction with Savills outsourced auditing and reporting capability, organise and drive Health & Safety and operational compliance and management system audits to assess operational / project compliance with applicable regulatory requirements, corporate standards, or international standards. Ensure the Property Management risk register is appropriately updated with results from audits and incident investigations and that key stakeholders are informed of any amendment.
Assist with the development of Policies, Procedures and Process for Health & Safety:
Working with the Head of Health, safety & Environment, the wider Safety+ Team and the Retail & Leisure Operations Team, relevant site management and suppliers ensure the continuous review and improvement of the divisions safety manual to ensure that all risk relating to retail and leisure is captured.
Provide Health & Safety and Site Security Training
Provide advice, assistance and training to managers, employees, clients and suppliers on matters relating to a variety of related subjects including: safety law and company policy, sharing of best practice and the carrying out practical tasks.
Key Responsibilities
Ensure all managed sites comply with Health & Safety legislative, regulatory and company policy requirements.
· Take the lead on the mobilisation of new sites from a health and Safety perspective, and respond swiftly to assess any immediate risks relating to the onboarding of new properties and manage these risks through accordingly.
Identify Health & Safety risks and develop and implement the necessary controls to manage the same.
· Provide management review support to clients, the Head of Health, Safety & Environment by analysing compliance KPI performance and evaluating incident trends and their root cause.
Wherever practicable, minimise workplace accidents and reduce unplanned costs and downtime.
Communicate effectively to clients, suppliers, managers and employees to assist with improving the overall performance of the business, and demonstrate compliance leadership to clients and other stakeholders.
Safeguard the clients assets and Savills business by minimising the loss of materials and costs arising from accidents and insurance claims.
Positively contribute to the integrated compliance management system encompassing Quality, Health & Safety, Site Security and Environment
Provide advice, assistance and training to site based teams, employees, clients and suppliers on matters relating to a variety of subjects including: safety law and best practice and carrying out practical tasks.
Assist site teams in the production of Health & Safety documents such as risk assessments, safe systems of work and site specific procedures, ensuring that they align with Savills overarching requirements and Safety+ standards.
Assist clients, suppliers and site teams to achieve compliance with legislation, guidance and best practice.
Request performance reports, audit records and evidence for investigations from site managers, suppliers, tenants and clients.
Produce safety documents including accident statistics, safety templates and training records.
Oversee compliance performance across the UK Retail & Leisure portfolio via Savills systems. Undertake analysis, ensure compliance statistics are up to date and accurate via central dashboards and drive improvement on a continual basis.
Conduct site audits and incident investigations and complete the appropriate reporting process
Complete risk assessment and incident investigation reports for internal management and client review
Attend client meetings and Savills Shopping Centre cluster meetings as required
Work with surveyors, site managers, Savills third-party audit company and Health & Safety coordinator’s on compliance issues
Track compliance performance of suppliers and ensure close and effective working with the procurement function and authorising surveyors
Completion of accreditation and client instruction scheme questionnaires as related to subject expertise
Upload documents on to accreditation scheme and client portals
Seek to assist other elements of Savills compliance functions whenever appropriate
Maintain a positive working relationship with internal stakeholders, clients and suppliers
Maintain a currency of knowledge with regards to national legislation and industry best practice by studying HSE website, subscription to subject related journals, membership of official bodies and attending seminars approved by peer review
Contribute to the Property Management communications strategy via regular submission to newsletter, Safety+ Alerts, tool-box talks and face to face presentation at meetings.#
Extensive travel will be required as part of this role to enable site visits to support site teams and assist with regional cluster meetings as an example.

Qualifications & Technical Abilities
NEBOSH Health and Safety Diploma or equivalent (demonstration of working towards)
Experience in ISO auditing
Experience in Property Management, including large scale and complexed properties ideally within the retail sector,
Demonstration of accreditation of relevant technical memberships such as IOSH, BIFM, IIRSM, IFE
Competency courses in water, fire, asbestos, legionella management
Experience in report writing and presenting
Working Hours - 37.7hrs. Can be based in Manchester or London, with UK wide travel.
