Technical Services Manager - Trinity Square, Gateshead

Purpose of the Role
Trinity Square is a prominent mixed‑use destination in the heart of Gateshead, comprising retail, leisure, student accommodation, office accommodation, public space, and an on‑site energy centre. The Technical Services Manager will lead all M&E, compliance, and safety operations across the site including buildings, grounds, and infrastructure. The role will ensure the centre operates efficiently, safely, delivers best practice and in full compliance with statutory and contractual obligations. The role will also involve the design, delivery & implementation of site-specific improvement strategies in recognition of change management.
Key Responsibilities
1. Mechanical & Electrical (M&E) Management
· Oversee the operation, maintenance, and optimisation of all M&E systems, including HVAC, electrical distribution, BMS, lifts, life‑safety systems, and building fabric.
· Manage the performance of the Energy Centre, ensuring reliable heating and cooling and distribution to connected tenants and student accommodation.
· Lead planned preventative maintenance (PPM) programmes, ensuring all assets are maintained to industry standards and downtime is minimised.
· Diagnose and resolve technical faults, coordinating specialist contractors where required.
· Ensure accurate records are maintained.
2. Facilities Management
· Responsible for maintaining a safe, functional, and efficient working environment. This includes overseeing building systems, coordinating repairs, managing space, and ensuring compliance with legal and safety standards.
· Ensure buildings meet health, safety, and environmental regulations; implement safety protocols; prepare for emergencies.
· Develop evacuation plans, disaster recovery procedures, and conduct emergency drills.
2. Compliance & Statutory Assurance
· Ensure full compliance with all statutory, regulatory, and industry requirements, including but not limited to: LOLER, F-Gas, Electricity at Work, Gas Safety, Water Hygiene, Fire Safety, and environmental legislation.
· Maintain and update the site compliance tracker, ensuring all inspections, tests, and certifications are completed on time.
· Prepare for and support external audits, insurance inspections, and regulatory visits.
· Manage contractor permits, RAMS reviews, and site inductions to ensure safe and compliant working practices.
· Lead continuous improvement initiatives to strengthen compliance culture across the estate.
· Liaise, advise and carry out inspections on tenant demised areas during fit-out programmes and as part of regular statutory compliance checks.
3. Health & Safety Leadership
· Act as the site’s technical Health & Safety lead, ensuring safe systems of work, risk assessments, and emergency procedures are robust and up to date.
· Conduct regular H&S inspections, audits, and incident investigations, implementing corrective actions promptly.
· Champion a proactive safety culture among staff, contractors, and tenants.
· Support the Centre Manager with crisis management planning, fire evacuation drills, and business continuity arrangements.
· Ensure compliance with all clients and company procedures and policies, including health and safety, COSHH and environmental matters.
· Involvement in planning and implementation of site events including H&S assessments and systems.
4. Contractor & Supplier Management
· Manage all technical service providers, ensuring high performance, value for money, and adherence to SLAs and KPIs.
· Lead tendering and procurement processes for engineering and maintenance contracts.
· Monitor contractor performance through audits, reviews, and performance meetings.
5. Energy Centre & Sustainability
· Oversee the operation and optimisation of the Energy Centre, ensuring efficient generation and distribution.
· Monitor energy usage, performance data, and environmental metrics, identifying opportunities to reduce consumption and improve sustainability.
· Support ESG reporting requirements and contribute to the centre’s sustainability strategy
6. Staff and Communications
· As a senior member of the Savills Management team, liaise with all management,
administration and marketing staff on strategic and operational/service delivery issues.
· Ensure the services of specialist contractors are effectively specified, correctly procured and value for money continually assured.
· Help to manage and motivate staff to meet personal and collective goals and performance expectations.
· Create and maintain effective working relationships with staff, tenants, service providers and contractors.
· Ensure appropriate, clear communication lines are established and maintained.
7. Budget and Reporting
· Planning and forecasting of budgets to cover all areas assigned to the role, including PPM and reactive works.
· Monitor expenditure throughout the year, ensuring costs remain within approved budgets and variances are clearly explained.
· Identify cost‑saving opportunities without compromising safety, compliance, or asset performance.
· Prepare quarterly reports covering M&E performance, compliance status, H&S metrics, contractor performance, and financial updates.
· Provide technical input into lifecycle planning and capital investment programmes.
Skills, Knowledge and Experience
Candidates will be required to demonstrate the following:
Essential
· Proven experience in a technical or engineering management role within a mixed‑use, retail or commercial environment.
· Strong knowledge of M&E systems, building services engineering, and energy centre operations.
· Demonstrable experience managing statutory compliance and Health & Safety across a mixed-use site.
· Educated to degree level (or equivalent) in related technical or business subject.
· Working knowledge and experience of the mechanical and electrical services industry and key factors affecting it.
· Proven experience in the management of maintenance contracts and supervision of contractors.
· Ability to work effectively with staff, tenants, service providers and contractors.
· Excellent managerial and inter-personal skills with a proven track record in managing change.
· Good strategic vision and a strong commitment to customer service.
· Extensive knowledge of operating Microsoft Office applications.
· Successful people management experience, including technical & personnel development & change management.
· Extensive experience of managing services to an agreed budget.
· Good understanding of property management and problem-solving ability.
· Excellent communications skills, both orally and in writing.
· Self-motivated, ability to work proactively, independently, and collaboratively with centre management and stakeholders.
· A comprehensive knowledge and understanding of legislative health & safety requirements.
· Excellent time management skills with ability to respond to client/contract deadlines.
· Full UK Driving License.
Desirable
· IOSH/NEBOSH qualified or working towards.
· Experience of direct liaison with Police, Fire and Government Enforcement office.
