Health, Safety and Fire Co-Ordinator - Metrocentre

Purpose of the Role
The Health, Safety and Fire Co-Ordinator works within the Health and Safety department and will support on health, safety and fire compliance across the centre working alongside other internal departments offering support and guidance to ensure fire safety provisions are met and maintained.
Reporting to the Health and Safety Manager you will be the first point of contact for all occupier health, safety and fire safety related matters across Metrocentre. You will be required to devise and undertake an annual audit programme of all occupiers to ensure they are complying with current health, safety and fire legislation, compiling reports of all audits and following through any areas of non-compliance to a satisfactory closure as well as providing recommendations for risk mitigation and continuous improvement in fire safety standards across the centre.
You will have experience of dealing with fire, health and safety legislative requirements in so far as they relate to the day to day running of a shopping centre or multi occupier site and how they relate to landlord and occupier relationships. You will be the first point of contact for all occupier enquiries ensuring the advice given meets current legislation and maintains Metrocentre’s safety standards. Where required you will carry out investigations and produce detailed reports based on your findings.
You will liaise with and build relationships with external agencies for site visits and inspections including the fire brigade, contractors and external fire auditors.

Key Responsibilities
Main Duties:
- Support the Operational Teams to ensure health, safety and fire compliance is met across all areas of Metrocentre. To provide professional advice and guidance to support occupiers in their management of health and safety and fire related risks in line with specific fire and health and safety legislation and internal operational policies and procedures to ensure the centre operates safely and without risk to users at all times. Where required advise the management teams on fire safety related matters.
- Compile and complete an annual audit programme for all occupiers across Metrocentre based on their risk profile to ensure they maintain fire and safety compliance, detailing any non-conformances identified and following them through to a satisfactory conclusion.
- Undertake planned and unplanned safety inspections of all landlord managed operational areas of Metrocentre as part of the compliance assurance responsibilities for health & safety, documenting your findings and advisomng on any non conformances through to closure.
- To assist in designing, procuring and delivering appropriate fire safety training for Metrocentre staff.
- Undertake investigations into safety and fire safety incidents (e.g. fire alarm activations) identifying the root causes and analyse these against the complexity of health & safety/fire safety legislative requirements and best practice/guidance. Where appropriate liaise with enforcement agencies where such incidents are reported externally, producing effective reports based around reducing incident/accident exposures.
- Manage the annual Cause and Effect process for Metrocentre ensuring the systems in place activate correctly and all fire safety measures are working as they should, following any issues identified through to a satisfactory conclusion alongside internal teams and our fire safety contractors. (This will involve working out of hours overnight while the testing takes place).
- To keep up to date with developments in health and safety, fire safety related legislation, technical standards and disciplines/approaches to fire safety management and advise accordingly. You will be required to achieve certain qualifications to be successful in this role which will be funded by the Metrocentre.
- Take ownership of personal development by attending all required training sessions and engaging actively in opportunities for professional growth.
- Where required, attend the quarterly health and safety committee meetings, the monthly risk management meetings and any other meetings where fire safety is an agenda item, providing key information in a variety of different formats.
- Assist in driving and communicating company policy with occupiers, in accordance with the Health and Safety at Work Act and the Fire Safety Reform Order
- You will have a clear focus on operating safely and legally. Managing and ensuring compliance with all aspects of health, safety, quality assurance, and environmental standards across the Centre. Assisting in driving and communicating company policy, in accordance with the Health and Safety at Work Act, the Fire Safety Reform Order and the ISO 45001 Health and Safety system.
- Assist in the completion of external health and safety audits and inspection within Metrocentre including the annual fire risk assessment.
- Working with the compliance team to ensure the centre remains fully compliant with all current legislation, ensuring all paperwork is available when required.
- Keep all site-based company information fire manuals up to date and available with regards to occupiers.

- Reliable and responsible, with a flexible, hands-on approach to problem-solving and the ability to stay calm under pressure.
- Demonstratable knowledge of health and safety and fire safety requirements in a large diverse/complex organisation.
- Competent in the use of MS Office applications.
- Detail-oriented and standards-driven, with a solid understanding of compliance in the workplace.
- Experience and knowledge of enforcement policies and procedures with regards to health, safety and fire legislation.
- The ability to effectively respond to enquiries or complaints from centre management and occupiers.
- The ability to produce reports to a high level for all levels of an organisation.
- The ability to to work without close supervision and often to tight deadlines.
- The ability to take a pragmatic and balanced approach to health and safety issues without excessive risk aversion with the ability to demonstrate flexibility, distinguishing urgent from important priorities within a dynamic and fast changing operational environment.

- Must be able to vary working hours to incorporate evening, weekend, and occasional overnight working where required.
Qualifications and experience:
Essential:
- Experienced and competent in health and safety and fire safety and compliance in a retail or complex organisation.
- Experience of delivering excellent customer service in a similar environment.
- Experienced in auditing with regards to fire safety/health and safety compliance.
- Competent in the use of Microsoft packages including Word, Excel, Outlook and PowerPoint
- IOSH Managing Safely certificate.
- Experience of delivering training/presentations
Desirable:
- Experience of fire risk assessment in a retail or large, multi-tenanted environment.
- NVQ Level 3 in Fire Safety
- NEBOSH Certificate in Fire Safety – a willingness to achieve this if not already qualified will be required to be successful in the role going forward.
- Recognised Health and Safety Qualification e.g. NEBOSH National General Certificate.
- Experience in fire safety investigation to identify causes and make appropriate recommendations to prevent future incidents.
- Membership of the Institute of Fire Safety Managers and/or IOSH Membership with a plan in place to increase membership levels based on individual requirements.
Working Hours - 40 hrs per week (09:00-17:30 Monday to Friday)
Salary - £30,000 to £35,000 PA
